Create organization on [bintray](https://bintray.com/)

Conan seems like a good way for PCL to push it's verified releases. The conan recipe can be then used by others (perhaps even homebrew and vcpkg) to easily integrated PCL

Context

Pushing PCL's recipe to a personal account doesn't lend credibility. However, org creation needs org access in GitHub. Pinging @jspricke

Expected behavior

Presence of https://bintray.com/PointCloudLibrary

Describe the solution you'd like

• A new organization: PointCloudLibrary
• Permission to maintainers to push new recipes and releases
• Permission to maintainers to add/remove other people

I'm fine with using bintray, but does it need my permissions? I think it would be a good idea to distribute the bus factor and ask an other admin do it, @taketwo maybe? ;). If it needs my credentials, ping me again and I will do it.

I think Kunal's original intentions were more getting an something@pointclouds.org to make that registration. That same email that should sign releases etc...

I can update permissions from the GitHub side, but I don't have access to @pointclouds.org e-mail addresses.

I think @pointclouds.com email would be a near impossibility based on the status of Open Perception.

How about just creating an organization pcl or PointCloudLibrary on bintray? That can be achieved with arbitrary email ID (GitHub account with org permissions)

That'd be possible if the permissions to manage were given to the active maintainers. Quote from the original post:
