Using OpenCEX for Hong Kong VASP licensing

So I am helping some people use OpenCEX to set up exchanges in Hong Kong to take advantage of the grandfather licensing rules. The rule is that if are operating an exchange in HK before 6/1 you can automatically apply for a license and continue to operate until your license is approved or denied.
