paper-fab button href bad #830

In the paper-fab documentation at:

https://www.polymer-project.org/docs/elements/paper-elements.html#paper-fab

it looks like the href for the material design button spec (at the top) is bad. It should link here:

http://www.google.com/design/spec/components/buttons.html

but links here:

https://spec.googleplex.com/quantum/components/buttons.html

which appears to be an internal link.
