All information is the same except OpenSSH version is 7.7.2.0, and PowerShell Core (i.e. pwsh.exe) is used as the subsystem in sshd-config...
Subsystem powershell C:/Program Files/Powershell/6-preview/pwsh.exe -sshs -NoLogo -NoProfile
...where pwsh.exe version is 6.1.0-rc.1
To be clear, everything works fine if the subsystem is powershell.exe.
