Post Analytics - My Elected Representatives View

For any post, we need the system to be able to return the analytics information for a post (in JSON format) that includes the count and percentage of upvotes or downvotes for each of the user's own elected leaders.

We need to discuss in detail on Slack, but here's how it would work:
User will access the Post Analytics screen from the Item Detail Screen.
User has multiple filters to choose from: Count of Total Upvotes, % of Total Upvotes, Count of Total Downvotes, % of Total Downvotes, Count of All Votes.
