This looks like a bug related to pip and setuptools. See: pypa/pip#6264 and pypa/setuptools#1694

I'm not sure what the easiest solution is here, to be honest. This comment contains a number of suggestions: pypa/setuptools#1694 (comment)

As far as I can tell, spacy should have the fix related to pyproject.toml, so I'm not sure why that isn't working as explained, but maybe one of the suggestions related to --system-site-packages would help?
