boost_unit_test_framework for Windows #1106

For the unit test work in #1105 we will need a Windows boost build with this library. The build of the PR is failing in AppVeyor at the moment.

Oh, have not built boost with VS on my home machine (only MinGW).Will build now, but it may take a while.

I have prepared the support files (updated tbb and rebuilt all libraries with batch files from gist).
Here they are:

However, nmake tests fails on Windows for new branch.
