Add servers for New Taipei and Keelung

Brief description of problem/feature

Given the size of Taiwan and the assumed local nature of our tools, we've decided to split up Taiwan into a number of parts based on cities / metro areas. We already have a server for "Old Taiwan", and we want to start by adding servers for "New Taiwan" and Keelung. I already have the data for these, I just need to put them into the appropriate databases and message CS support to create servers for them.

Sounds like they are hoping to publicly launch on July 11.
