Brief description of problem/feature

Our partners in Taiwan are asking for two new tags:

  1. "not aligned with crosswalk" for Curb Ramps (use 未對齊行穿線 as translation)
  2. "utility cabinet" for Obstacles (use 變電箱/設備箱 as translation)

We can use Google Translate for translating to other languages for now.

Let's add these just in the Taiwanese servers for now! Keelung, Taipei, and New Taipei. And depending on when we add this, Taichung City and Kaohsiung as well (#3723).

Potential solution(s)

Whoever adds this can use PR #3656 as a template

I want to have better example pictures for these tags, but in order to move quickly, we can just use the images sent to us along with the request for these tags:

So sorry! I accidently self-assigned this because I was looking at it yesterday as something I could potentially do but my tab hadn't refreshed and I did not see that you had already self-assigned. Once again, super sorry about that!

@jsomeara darn, I wish I knew you had time to work on this! I was asking around for someone who had time to do this quickly this week and didn't find anyone. So I was actually almost done by the time you assigned yourself!
