Importing av fails on FIPS enabled machines

This fails on a FIPS enabled machine with the following error

fips.c(145): OpenSSL internal error, assertion failed: FATAL FIPS SELFTEST FAILURE

Minimal Reproducible Example

$ python3.11 -m venv .venv
$ source .venv/bin/activate
$ pip install av
...
Successfully installed av-14.2.0
$ python -c "import av"
fips.c(145): OpenSSL internal error, assertion failed: FATAL FIPS SELFTEST FAILURE
Aborted

I'm looking into a similar in a completely different package / set of packages. My suspicion is that FATAL FIPS SELFTEST FAILURE is related to some of the integrity checks openssl does on itself when being run in FIPS mode, and that the process of bundling libraries / patching ELF files which manylinux performs to make native-code packages platform independent breaks that integrity check. This is just a working theory though.

Building the package from source on the system in question should probably work?
