Add test to cover check for container creation

The tests added with PR #1235 only cover updates to the GitHub repo. They do not capture the case when the code is not updated, but the container does not exist. This needs to be added to the tests. To that end, we need to create a dummy cell in the Git repo that does not have a matching container.
