Failuring in reading shape file using sf package (R)

Describe the bug
I installed r-sf into the r kernel in NaaVRE. But the st_read function gives error. It works on my local R (so not the problem with the shape file).
I find online that it might be a problem with the conda environment, what they call dynamic library. See the corresponding issue:
r-spatial/sf#2177

I don't know if it is related to this "dynamic library" in conda or something else, need help for evaluation before digging further...
