Follow up to #1211. We should better organize https://docs.quantum.ibm.com/api/qiskit.

Be careful that this does not change the URLs generated by Sphinx, since it treats module pages differently as "stubs", e.g. https://docs.quantum.ibm.com/api/qiskit/circuit for qiskit.circuit but https://docs.quantum.ibm.com/api/qiskit/qiskit.synthesis.unitary.aqc for qiskit.synthesis.unitary.aqc. If any page URLs change, we will need to set up redirects.
