Now that docs are hosted exclusively at ibm.com, there is no need to have all their docs pages. We only need the API docs. For runtime, we also need to keep the tutorials folder.

Note that we still need projects to deploy their docs to CI so that we can consume them via #311. We also need to continue deploying their objects.inv file until #236 is figured out.
