Describe the bug
After initializing a backend runtime instance, accessing the properties with a datetime object yields a NotImplementedError.

Steps to reproduce

from qiskit_ibm_runtime import QiskitRuntimeService
from datetime import datetime
mydate = datetime.fromisoformat('2023-09-10')
service = QiskitRuntimeService()
backend = service.get_backend('ibm_sherbrooke')
backend.properties(datetime=mydate)

Expected behavior
Expected a backend properties instance to be returned on a date closest to but not after the datetime being used.

Suggested solutions

This is supported by qiskit-ibm-provider, so -runtime just needs to do the same thing.
