Improvements to annotation/verification interface

The verification grid should match the style of the library page

To do this, we should make a few changes

• The annotation search page should have clickable tag links
• The tags should be inline in the "details" section of the annotation cards
• The spectrograms should be "natural" scaling with fixed height & variable width
• I thought I fixed the bug where the verification grid could collapse into a 1x1 grid, however, I just observed the bug again, although could not replicate it
• Use shows instead of filters for annotation requests
• Sometimes there is a timeout error
