Allow a toggable on/of option with the command bar.

The command bar can come in good use for the newcomer and perhaps beyond, however it can clutter the screen for many players who never consider it to be of use.

The command bar is indeed redundant for expert players, but stance bar is needed as it's the only place where you get feedback on the current unit stance.
