It's a font issue. font-family is set to "Helvetica Neue",Helvetica,Arial,sans-serif, which I guess is a poor default of Bootstrap (cf. twbs/bootstrap#13823).

Unless I'm mistaken you're on Windows 7 XP without Adobe fonts and I guess @ikit is on Windows 10 with Adobe fonts, hence the difference. On Ubuntu 16.04, where there isn't Helvetica at all, it fallbacks to another sans-serif font (most likely Arial), which has a proper glyph for this arrow character.
