I am having trouble reproducing the bug on my local machine. I think details of it may have been remembered incorrectly, but I will check during Monday's mission to see if the issue occurs again.

I think I figured out why I could not reproduce the issue on my machine. I think the issue is the server runs on UTC, while the mission times are entered in EST.

I said this on Slack, but due to the nature of this bug, I would only want to do a messy temporary fix for R10, and wait for a post-STARfest release for a proper fix.
