Most cases are far from the expected tflops for Radeon VII

Although Radeon VII declares 11 TFlops performance, very few cases from rocblas/MIOpen/.. can reach to it, typically the good cases are only from operations used by Resnet50. For almost all other cases, the TFlops are hardly better than 8Tflops, which is even worse than 1080Ti.
