BUG: Location drop-down incomplete

Mac, Chrome.

Steps to Repro:

1. Go to: https://federalist.18f.gov/preview/18F/college-choice/staging/search/?sort=advantage:desc
2. Realize that the results are not what you wanted. Click the Edit Search item at to the top of the page and attempt to search for District of Columbia.
3. Notice that Connecticut is cut off and there is no scroll bar, so you can't get to the "state" you want. See attached screenshot.

Expected Behavior:
I should be able to scroll down and see all states.

@LisaGee this one sounds familiar. The source HTML is correct, though, and I'm unable to reproduce it. Can you reproduce it on multiple browsers, or on another computer or device?

@shawnbot - It's working fine on Safari on same computer. Would it help if I sent you the source from my Chrome?

Somewhat similar issue in Chrome on https://collegescorecard.ed.gov/ - doesn't happen consistently, but half the time the list stops at TN, and it appears to stop in the associated HTML as well.

Okay, now that is very interesting. Thanks for looking into it, @hursey013! There might be something up with the convoluted multi-select component.

FYI - I tried to replicate this a few times but I have not been successful yet.
