Move FastHVAC to obsolete package

As discussed internally we will move the FastHVAC package to the obsolete package. The reason is that we currently don't have the man power to support and maintain the library as it's used only by very limited amount of project. We will not place it in a selected year package so it will still stay accessible for everyone but won't be supported anymore.

This fastHVAC related issues will be closed as well:

• FastHVAC in OpenModelica - add "each" to unit definition #1055
• FastHVAC heat pump does not run in OpenModelica #864
• makeFastHvacGreatAgain #790
• B13 integration #751

We are sad about this step and we might come back to FastHVAC later on, but for now the decision is made.
