Describe the solution you'd like
Adding a Dockerfile would allow new developers to start working on a project without setting up lots of dependencies.

(Of course, it's also possible that Docker -- in creating an extra layer of indirection -- actually raises the barrier to entry.)

Describe alternatives you've considered
We could create simple scripts that check for dependencies and help the user. For example
