Sorry to say it is not available yet. My priority (as suggested by supporters of the project) has been to build example applications and write tutorials for the underlying technologies that go into a rails-prelaunch-signup app. As a result, I've created a series of applications and tutorials covering Bootstrap, Foundation, OmniAuth, Devise, and Pundit. An up-to-date version of the rails-prelaunch-signup app needs to include ActiveJob (which will be available in Rails 4.2). You can use the rails-mailinglist-signup example application as a substitute for the rails-prelaunch-signup app in the meantime.
