Enhance cluster claims created as part of reconciling DRClusterConfig to add claim for VolumeGroupSnapshotClass, and further enhance peerClass output per cluster pair to carry peerClass.*.snapshotGrouping boolean to state true, of both clusters in the peer list supports VolumeGroupSnapshotClass.
