no static ip on wlan0

Hello. I'm currently testing the software. After installation and with default settings, the WiFi interface wlan0 does not get the static IP 10.3.141.1.
Therefore the hotspot does not work. The hotspot only works when I set the IP address with ifconfig wlan0 10.3.141.1 netmask 255.255.255.0 . What am I doing wrong?
