New operator which is analog of Promise.allSettled()

I didn't find analog of Promise.allSettled() in RxJS library, Github repo issues or PRs. forkJoin throws error if at least one observable throws error. Sometimes it will be convenient to have analog of Promise.allSettled()

I think you should try applying materialize to each input observable.

Oh, great! Probably that is what I need. But I still think that I would be more convenient to use one operator without need to pipe each observable with materialize
