fluctuating framerate

i have been using version 147 without any issues for over a year but today i rmay as well update it, so i did. as soon as i started using the newest version, i experienced my framerate fluctuating between like 144 and 30. so i went back to v147 and am still having the same issues even though i didn't change anything else. i'm on a 144hz monitor using a 1080ti.
i did see this thread #1899 (comment) but i did not have the setting "monitor technology" in my nvidia control panel.

The setting is per application (exe), it's not in the global settings.

that's what i checked, it's not there.
