Notes:

Condor latest is not available in Ubuntu 22.04 neurodebian
Ubuntu 20.04 installation works but causes other errors. Orchestrators fail with mysterious KeyError 'p' #588

This issue may end up being closed by the same PR as #588, but we also may need to do some upstream packaging.
