Add collapse controls button.

The new Query Overview layout with the filters and controls on each side of the bar charts doesn’t work with the end users' screenshot process. I think that the problem is that they want to mainly see the bar chart and not the controls. I suspect that another aspect of the problem is that on small screens the bars are more compressed when the controls are on each side of the chart. When they hit the snag Liz reverted it back to the old version in RhoMAP. The main problem with that is we don’t have the filter syncing bug fix in the older version. A compromise that Jeremy brought up was releasing a quick fix that would provide a layout that is easier to screenshot by allowing users to collapse the controls like we have in CAT. In CAT, when you render a chart a little arrow button appears that lets you hide the controls so you only see the chart.

We were going to do that and put it in the RhoMAP UAT environment to see if the end users liked that option before we did a full release
