Is there a way to center an .svg automatically when loaded.

This would make it possible to make a drawing with multiple .svg`s as layers.

Unfortunately there is not. You can drag an svg file manually by right clicking and dragging. So you would need some registration mark in the svg files that you could line up with say the origin of the drawing area with the registration mark in each layer.
