Allow migrating of Discord accounts

There's probably been a half dozen times where someone's asked me to move their RiiTag because their Discord account got terminated or they decide to move accounts. It would be nice if there could be an easy way to migrate the tag to a new user ID while having the old tag redirect to the new tag with the new Discord account.
