An admin should be able so send a notification to all users from within the application

Is this really needed and what are the use cases? We could just settle on sending everyone an e-mail if necessary as we have everyone their e-mail address anyway.

Well I reckon it could be useful for notifying people of the app shutting down for updating or whatever, but it's very low priority indeed
