dist: kinetic is currently unsupported
for some reason, rostest seems to hide the rosout node - changed tests to use other services

Our Travis config had
dist: xenial, which is not currently supported (see travis-ci/travis-ci#7260).With that fixed, some tests were still failing, to I fixed those as well (they tried to access
/rosout/set_logger_level, whichrostesthides for some reason).The Travis build passed for my fork after those changes :)
