Is your feature request related to a problem? Please describe.

It is difficult to keep setup_services.py in step with the current state of deployment.

Describe the solution you'd like

Consider adding either a fixture (which could be used with loaddata) or a data migration (which might be more powerful) which reflects the current state of services.
