Bring all branches up the same feature set

I see no apparent reason why the different branches should have different capabilities and different bug fix levels. I suggest to bring them all up to the same level. Only very little code differences are required for the different versions of OTOBO. The basis should be state of affairs on OTOBO 11.0.x, that is where development is currently most active.

Features that are not available in all three branches are for example:

• sync with external DB
• chunked import and export
• import filter on specific users in the target systems
• GUI improvements
• maybe some bugfixes

ImportExportTicket has been integrated into OTOBO 11.1. So remember to update OTOBO rel-11_1 when making changes here.
