Можно по простому - по запросу в форме генерировать пароль, и отправлять его на почту в fedoraproject.org

Но вероятно можно и как-то интегрироваться с Fedora SSO

Можно включить SSO напрямую, но пока логин через SSO поддерживает только Riot

Можно использовать https://github.com/krombel/matrix-register-bot для аппрува инвайтов
