Development Environment for Ramses does not work on arm machines

Building a development environment for Ramses by mocking Clarity and Caboodle is offered using a docker build. Unfortunately both [1], [2] depend on MSSQLServer which image is only compiled for x86 and not arm. There is an issue open for an arm image on the mssql-docker repo but it does not look like there is a timeline for this development.

Emap depends on PostgreSQL which works fine on arm.
