Add restart single (failed) job button in dashboard UI #469

There has the button "Restart Job" to rerun the failed job and jobs depended it.
But sometime, we expect to just restart the failed job itself and skip rerun the jobs depended it.
This function has been implemented in the API call side (#411), and wish it is in the dashboard UI, too.
