Move chat service from admin UI to be accessible to members #1554

similar to the printing page. currently, accessing the chat page is only possible through the admin view of the website.

game plan

  • follow dessert problem
  • add a new "chat" tab to the navbar, visible when a user is logged in and their role is at least "member"
  • remove the messages tab from the admin dashboard
  • update routing.js to reflect this change
