Provide tagged Docker image

I don't feel comfortable using "latest" tag, and i'm pretty sure i am not the only one :)

I changed GitHub workflow so Docker image is updated on each release instead of each commit. Now "latest" tag means "stable".

Not until we get branches. For now, we target only latest browsers and Mongo servers. Breaking changes can happen on update.

Hm, imho, you don't need branches, you just need to map your releases
