clean up ImageViewer interface (Trac #368)

The first two menu items on the menu use gratuitous icons next to words. The rest of the menu items do not nor do any of the other menus in !SasView. Those should be removed

Also not obvious how to use/what it does without using help. Should see if we can think of how to make more intuitive?

This is not a widely used feature and it does work. Given resources and work left for 4.0 am going to move this to +1

The help now does go to relevant documentation. Could use a tutorial and maybe eventually will want some redesign -- but that last can be done once somebody starts using it regularly and submits specific tickets. Will not close this ticket.
