Add scoring

[kalimar]

keep score by typing +1(or -1 or +10, whatever) username.
Display that username's score after a score is given to that username.
List current scores with !scores
Reset everone's score with !resetscore

Don't worry about being accurate with usernames, just create hash with username entered after score.
