Quotations and Fill in the Blank

We should have some plan how to address quotations (of which there are several varieties) and fill in the blank questions (of which there are more than just those containing "..." and "___"). Ken wrote some code for this already but it seems to have fallen into disrepair. Can we revive it, or should we write something new?

I am working on the issue and looking for the possible ways of identifying it. I will be looking into the code written by Ken.
