[Icon] Allow both rotated and flipped icons

The transform property for flipped is overridden by the same property for rotated. So in effect, you can't do both rotated and flipped.

Steps

<i class="vertically flipped clockwise rotated chart bar icon"></i>

Expected Result

In the example above, that would produce a horizontal bar chart with the x-axis at the bottom.

Actual Result

Flipping the rotated chart doesn't have any effect (x-axis is at the top)
