As an applicant, if i say i didn't live there on 1 July, the application interupts me and tells me i'm probably not elegible, and I have to acknowledge this to continue, so i don't waste my time applying #533

Modal pop up

There are some exceptions where a person might not be at this place on that date, but are still deemed to live there. Siobhan to find the details.

Alternative UI: The application form is hidden until they answer "YES" to this question
Remove the second complicated question

Also proposed: Yes, No, It's complicated

needs UX.
