Issue publishing Power BI report

Hey everyone,

I've managed to create the Power BI Report, but when I press the Publish button, the only option I have is Workspace:

I ignored that and kept following the instructions, copying the link of the report to the Power BI webapp, but only the owner of the report can view it. All other users when they access the sharepoint site get this message:

In the Power BI site when I click the Share button, it says I need to upgrade to a Pro license, but nothing in the setup guide points to this. It clearly says that the minimium is a Power BI free license to publish the report.

Has anyone else encountered this issue?
