Mat constructor silently ignores inputs

julia> Mat{2,2}(0,1,2,3)
FixedSizeArrays.Mat{2,2,Int64}(
    0 0
    1 1
)

I was hoping that this would fill in the Mat data in column-major order, or at least throw an exception, rather than silently ignoring the last two arguments.
