Something I expect

$ ls
skygear.json cms-config.yaml
$ skycli deploy # the content of cms-config.yaml is deployed

Is it better to implicitly put cms-config.yaml in Cloud Function Directory, or explicitly add a command to upload cms config like skycli update-cms-config cms-config.yaml?
