[VOG-345] Table of Content (Or indicator of the page’s sections to avoid users not scrolling down)

Add a sticky indicator that displays where the user is currently on the page. For example, listing all the sections/charts and highlighting the ones in view. The hope here is to make it more obvious that the page can be scrolled down, as it is something we noticed in the user tests many wouldn't do.
